Guide to Sending Parcels to Fiji

Strung across 1,000 km of the South Pacific, the 333 islands of Fiji are a world renowned terrestrial and marine paradise. Whether it is the pure white sand beaches, rugged lush tropical forests, or its famed soft coral reefs and clear clean lagoons, Fiji has something for the thousands who come yearly to relax and enjoy its bounty.

Tourism, along with Fiji's fish, forests, and mineral resources, has given this country one of the most developed economies of its region. So, e-commerce has a healthy foothold here. And while there remain challenges to its accessibility to many Fijians, internet shopping is forecast to increase annually at 20% for the next several years.

Information for this page was taken from the Fiji Revenue and Customs Service and Fiji's Revised Customs Act - 2013.

Permanent Goods / Sold To an individual or business within FijiPermanent/Sold Goods

All sold goods that enter Fiji will incur a VAT charge. However, if a sold item is shipped to a private individual, it will be duty-free if valued at FJD$2,000 or less (about $1,185 CAD).

The items cannot be used for commercial purposes, i.e. re-sold; therefore, they are for the use of the recipient only.

NOTE:
Exemption cannot be claimed on imports of tobacco products and alcoholic beverages.

Goods sold to a private individual valued at FJD$2,000 or less (about $1,185 CAD) may enter Fiji exempt from duty fees. (Regardless of their value, all shipments will incur VAT.)

The conditions for the exemption include:

  • Alcoholic beverages and tobacco products cannot be claimed
  • The goods are for the personal use of the recipient
  • The goods cannot be re-sold nor can they be used for commercial purposes

Regular shipper

If you regularly ship sold goods to Fiji, you should consult a licenced Fijian customs broker to ensure that you comply with all customs rules and regulations. This is particularly the case if your shipment has a value of more than FJD$2,000 (about $1,185 CAD).

IconRequired Documents

Shipping packages internationally requires a lot of documentation. This process alone can be confusing and time-consuming. So we’ve narrowed down what documents you might need and ranked them based on likeliness of being needed.

Document Type When? Details
Shipping Label / Bill of Lading Always required This is a label provided by the carrier (UPS, FedEx, DHL, etc.). Always required because the carrier needs to know the parcel's destination.
Commercial Invoice Required for all non-document shipments
For all non-document shipments, you will require 3 copies of the commercial invoice (to be included with your shipping labels). These are for customs purposes and need to be included inside a document pouch outside of the box.

When creating a shipment through the Secureship website, the system will help you create this document automatically.

B13a Required if value exceeds $2,000 per shipment or is a controlled good
A B13a is required if your shipment exceeds $2000 CAD or is a controlled good
and is destined to a country other than the US, Puerto Rico, or the US Virgin Islands

Learn more about the B13a form here.
Certificate of Origin (COO) Infrequently required

Allows a reduced or zero-rated import duty.
Canada has a preferential trade agreement with Fiji. A COO proves that an item has been produced, manufactured or processed in Canada.

When an item with a COO is imported into Fiji, it will incur a reduced or zero-rated import duty.
Certificate of Insurance (COI) Infrequently required

Shows that the shipment has been insured.
Banks may request a certificate of insurance when providing letters of credit for the goods. Otherwise, it is generally your choice whether to purchase insurance for the shipment.
ATA Carnet Infrequently required

Used to avoid duties and taxes on shipments of temporary nature.
If you ship goods of temporary nature to and from a country, you can obtain an ATA Carnet to expedite the customs clearance process and ensure that anything of temporary nature is not charged duties and taxes.

See Temporary import section
Packing list Infrequently required

No specific form required, but generally includes information regarding:

  • The exporter, importer and transport company
  • Date of issue
  • Number of freight invoice
  • Type and number of packages
  • Contents of each package
  • Marks and numbers
  • Net weight, gross weight and measurements of each package

Prohibited & Restricted Imports

Prohibited goods will not be allowed entry into Fiji. However, those deemed restricted may enter if they obtain permission from the relevant government agency.

NOTE:
Fijian authorities have strict rules governing the entry of biological materials that could introduce diseases or pests into the country. So, the Biosecurity Authority of Fiji may inspect any shipment for plants, plant materials, seeds, and foodstuffs like meats and animal products.

Prohibited Items

  • Weapons and explosives
  • Air guns and pistols
  • Pornography in any form
  • Counterfeit coins and bills
  • Narcotics and other illegal drugs

Restricted Items

  • Foodstuffs, including spices and herbs
  • Animal products - honey, canned and dried meat , dried milk
  • Plant-based medicines

Duty & Taxes

The amount of duty and taxes owed on incoming shipments to Fiji is determined by the CIF Value of the parcel, which is the sum of the customs value plus insurance amount plus freight costs.

CIF Value = Customs Value + Insurance Amount + Freight Costs

By calculating the CIF value of your parcel before shipping, you will have an estimate of the duty and taxes owed by the recipient.

Thresholds

The threshold (also called a de minimis value) on imports by a private individual for his or her use that enters Fiji is FJD$2,000 (about $1,185 CAD). Therefore, if a shipment has a CIF value of less than this amount, no duties will be incurred.

There is no threshold for VAT charges. Consequently, all shipments will incur a VAT charge regardless of the value of that shipment.

IconFiji Shipping Insurance

You can purchase insurance through Secureship, and it is provided by the carrier that will be transporting your shipment.

Each carrier will charge a different amount per $100 of declared insurance. If you indicate that you need insurance for your shipment, our system will automatically include the insurance costs for your shipment.

Insurance is great to have in case your package is accidentally lost or damaged by the carrier. But be careful, not everything you ship is insurable. Worse - even if your package contains items that are insurable, if it doesn't meet the ISTA 3A packaging standard, the insurance purchased through the carrier would not be available to you.

Here are some items that cannot be insured by the carrier:

  • Personal belongings
  • Antiques
  • Artwork
  • Liquids (including alcohol)
  • Televisions
  • Jewellery in excess of $500
  • Perishable goods
  • Glass or Ceramic
  • And many more items
