A surcharge is an extra charge added to the base rate to cover a specific cost or handling requirement. DHL uses three different methods, which is why some fees are a few dollars and others run into the hundreds:

Percentage of transportation charges

The fuel surcharge works this way: it is applied as a percentage of your transportation and additional charges, based on the U.S. Gulf Coast jet-fuel index. Because it is a percentage, it grows with the size and cost of the shipment, and DHL can adjust both the rate and the reset schedule without notice, so the live figure on DHL's fuel surcharge page is the one that matters, not a number printed on this page.

Flat per shipment or per piece

Most handling and administrative fees are fixed amounts: 130.00 CAD for an overweight piece, 30.00 CAD for an oversize or non-conveyable piece, 35.00 CAD minimum for remote area, 17.00 CAD for an address correction. These do not scale with the rate, they are added once per shipment or per qualifying piece.

Percentage of declared value

One charge is tied to what the shipment is worth. Shipment Value Protection costs 4.10 CAD, or 4.10% of the declared value if that is higher, so it scales for high-value shipments.

One more factor decides which weight the piece-based surcharges are measured against: volumetric weight. A large, light package is billed on the space it takes up, not just its actual weight, which can push it over the overweight or oversize threshold sooner than expected.
